Strategic decision-making exercises at the INJECT Exercise Platform

    Abstract: As organizations increasingly rely on digital infrastructure, their vul- nerability to cyber threats escalates. To enhance preparedness and strategic decision-making capabilities in this complex landscape, table- top exercises offer valuable training opportunities. This thesis fo- cuses on designing, implementing, and evaluating a strategic decision- making tabletop exercise within the INJECT Exercise Platform (IXP). For this purpose, a scenario chosen from CISA Tabletop Exercise Pack- ages was adapted to design a decision-making exercise for the IXP. Pilot testing of the exercise with students and employees of National Cyber and Information Security Agency was conducted. The feedback and results were used to improve the exercise and propose new fea- tures for the IXP. The findings and recommendations presented in this thesis aim to facilitate the creation of more engaging and effective strategic decision-making exercises on the IXP, ultimately improving training outcomes.
